When the Russian President traveled to the South Asian nation in the previous decade, the global landscape looked entirely distinct. That short trip, curtailed by the global health crisis, focused on discussions on strategic and defense cooperation between the two leaders.
Months later, the large-scale military offensive of its neighbor would transform the Russian leader into a global pariah, greatly limiting his diplomatic travel.
Additionally, that era preceded a major change in ties between Washington and Delhi, marked by inflammatory statements and the imposition of heavy import duties.
"In this context, the importance of this diplomatic mission to engage with the Indian PM is profound, serving as a signal of enduring ties and a defiance of outside coercion," analysts note.
A Pivotal Moment for Two Major Powers
The high-level meeting takes place at a crucial time. President Putin arrives following dismissing latest peace proposals for Ukraine, confident due to claimed gains by Russian forces.
"From Moscow's perspective, the primary importance of this engagement is its very occurrence," commented a senior researcher based in Moscow. "It suggests a return to a form of routine global diplomacy."
From Delhi's standpoint, the risks are particularly elevated. The country faces a difficult geopolitical climate, characterized by a semi-isolationist United States, a diminished Russia, and an assertive China.
The tightrope walk was underscored just before the visit, when European ambassadors published a public commentary criticizing Russia's peace efforts. This prompted a firm response from Indian officials, who called it an unacceptable diplomatic practice.
The Enduring Challenge from the North
The historical partnership originates from the Cold War era and remains deeply entrenched, with Moscow long being Delhi's primary defense supplier. This relationship was generally accepted by the West before a recent shift.
For years, Western nations overlooked India's large-scale buying of discounted Russian oil. However, in the wake of failed peace efforts, accusations mounted, leading to punitive tariffs and a significant downturn in US-India ties.
"In response, India has returned to its default strategy of maintaining multiple options," noted a strategic analyst. "This demonstrates to the US that it has alternatives and is observing how the situation unfolds."
Apart from international politics, India's core motivation with Russia is its strategic location. "Beijing remains the primary security challenge to India, and historically, India has depended on Russia as a continental balancer against China," the analyst stated.
The strengthening Moscow-Beijing axis has raised alarms in Delhi, prompting efforts to avoid an unbreakable bond between its adversary and its longtime partner.
This apprehension has also accelerated India's drive to reduce its military imports, shrinking its dependence on Russian equipment from a dominant share to a reduced portion in the past few years.
"India will attempt to strike a balance: buy sufficient Russian arms to maintain the alliance, but avoid overly reliant that a supply disruption would cripple its defenses," the analyst concluded.
Energy and Economic Ties
Enhanced economic cooperation is expected to be a major topic. The Russian leader has recently stressed plans to elevate cooperation with India to a "qualitatively new level", in spite of Western sanctions.
The matter of crude oil purchases remains pivotal. Although the Indian government has stated to continue buying Russian oil, new sanctions have slowed activity from the commercial buyers. At the same time, India has moved to boost imports of American oil and gas.
A Kremlin spokesperson acknowledged "obstacles" in energy trade but insisted it would proceed uninterrupted. The official downplayed the impact of sanctions, claiming they would cause only "minor" and "temporary" drops and that Russia possesses the "means" to circumvent them.
Diplomatic Constraints
As talks proceed, the issue of Ukraine is expected to be addressed mainly through India's standard call for a peaceful resolution.
"While the Indian leader can speak to all parties, the nation does not possess the necessary leverage to significantly influence the war," the analyst noted. "Aside from encouraging talks, its capacity to make a difference is limited."
In the end, despite the public displays of camaraderie between the two leaders, the partnership is at its core one of "pure realpolitik," guided by cold calculation in a rapidly changing world.
