Nineteen of Medvedev's twenty-one championships have been won on hardcourt
A revitalized Medvedev secured his maiden championship for 882 days with success over Frenchman Moutet in the competition title decider.
Medvedev, a former world number one, has endured a torrid year, managing just one match at the Grand Slams and undergoing a difficult moment at the US Open.
His unpredictability on the professional circuit - and difficulties with his serve in specific - led to him exiting of the top ten and finally parting ways with long-time coach Cervara.
Currently training with his coach and his other coach, he has consistently progressed in the last few weeks - culminating in a closely contested competitive triumph over challenger Moutet.
This represents his initial trophy following the 2023 Rome Masters and maiden on a hardcourt since spring of that year.
The win also means he has secured twenty-one titles at twenty-one various events.
"It's the first time I'm at a event with my both daughters at once, so to secure a title is really nice," said world number 14 Medvedev.
"This victory is in dedication of my child my daughter, because the initial championship I won when my child her name was delivered was for her."
The athlete, the 2021 US Open champion, had been defeated in his past six championship matches, including in that event previously this season.
The player's retrieving strategy and regular outbursts on court had prompted some to question if his ability to perform at the highest level was concluded.
But the player has altered his approach in the last few weeks, striving to advance forward and compete positively, backed up by an enhanced serve.
The champion fought back from a disadvantage in the opening set against the tricky opponent, winning 4 of the concluding five games to take the lead.
The competitors traded breaks in the middle set before Moutet, striving for his first professional victory, gained dominance to create a final set.
Moutet saved 4 early break points in a tight deciding set before Medvedev secured a break to 15 to close out the victory.
Appropriately, he secured the title with a rally at the net, with the Frenchman failing to manage a volley after a lengthy match.
